Right now, a major reason why the Madrugar beats a Gunnlogi is due to their insane ability to rep due to it being bugged.
See both Armor and Shields should pulse 5 times, once every 3 seconds for 15 seconds, but it seems the Armor rep pulses once every second for 15 seconds, obviously broken (3x reppers).
As a major Caldari Tanker, I understand the unfairness when it comes to fighting other tanks, being part of PC meant I had to switch to Gallente if I wanted to take part and actually fight. Balance will never occur if we look at how things are right now though, we have to wait.
If you do want to play as a Gunnlogi pilot, I recommend buffer and speed, rather than repping. Gunnlogi is an Anti Infantry tank atm, whereas the Madrugar is an Anti Tank tank, with that in mind your weaponry shouldn't be focused on being high damage, rather a scattered blaster will do the trick allowing you to focus on your shield output.
I run a scattered Neutron Blaster, and I kill stupid Madrugar Pilots, you need to be a lot smarter as a Gunnlogi Pilot, know your enemy, use speed mods to engage and disengage, for example, approach madrugar from behind, fire at him til he activates his Repper, retreat rapidly and count, you've got until your speed mod deactivates to stay far enough from him but close enough to rush back in and fight, once the reppers are down go at him with full speed and smash the fool.

then he activates his second repper and you are doomed... most common armor tank i see has an eHP of 20,000~ most common shield tank i see has an eHP of 10,500~ thats why gunnlogi vs madrugar is so LOL.
If he does that, then compliments to the Madrugar as not many people do run double rep tanks, as they have such little armor due to the requirements of the reps, if you do see someone with low (full) armor, then expect that, that's where your skill as a pilot comes into play.
Most Armor Tanks have between 6000-6700 Armor HP, it's a standard fit that everyone knows, Plate, Rep, Hardener, Hardener, PG, and then a Heatsink and Scanner in the High slots, common fit. It's what most people run when I speak to them, and what they advise newer tankers to run (who would've thought, learning both Armor and Shield tanking can be useful.)
So my original tactic stands when coming across common fit madrugars
Anyways, a double rep can be beaten through Rail or AV, unfortunately that's the only way to compete with such a tank, but due to their low Armor you can finish them before their reps kick in, I use a compressed proto rail with two damage mods for this, simply activate your heatsink, fire, by the time the reps have had it's 5 seconds to turn on you should have him.
Also, I will have to check the stats against actual gameplay, not that it matters too much, we simply do not have enough health given in those 5 pulses, even at 5 seconds due to another 30 second cool down.

Meh, low reps, low HP compared to high rep, high HP Madrugars means it's gonna seem a lot weaker to most AV except Swarms, because we have 30% resistance to it iirc.
